vPIC is the US NHTSA's public database — it is most complete for cars sold in North America; many Japanese- and European-market vehicles decode partially or not at all.
A VIN is 17 characters and never contains the letters I, O or Q. Japanese "chassis numbers" (NCP42-…) are not VINs.
Position 9 is a check digit — the decoder tells you if it verified, which is a quick way to spot a mistyped or doctored VIN.
Buying used? Decode the VIN, then compare the plant/country and model year against the listing.
